Ethan Frome Essay

Ethan Frome had nothing but sickness and trouble. His life revolves around taking care of one invalid after another, from his father, his mother to his hypochondriac wife and finally ending up as a disfigured and very image of â€Å"ruin of a man†. He failed to achieve any of his ambitions to leave town and become an engineer and did not succeed even in his desire to run away with Mattie Silver. Aside from poverty, the rigid moral character of Ethan prevents him from going against the social conventions in favor of his personal ambitions and fulfillment. Set in New England, in the rural town of Starkfield, Massachusetts, this literary piece was written by Edith Wharton in 1922. The bleak environment of seemingly endless winter aptly sets the tone of the story and the fate of Ethan Frome. A narrator who was forced to stay in Starkfield because of a workers strike was instantly fascinated by Frome’s appearance that looks quite old for a man of fifty-two and disfigured since an accident twenty-four years ago when he first saw him outside of the post office. He went on to find out more about him as he â€Å"had the story, bit by bit, from various people, and, as generally happens in such cases, each time it was a different story† (1). The story of Ethan Frome is a portrayal of a passive and unhappy man who is weighed down by his duty to his wife and his bitter existence as a poor farmer. Ethan had been in Starksfield since his youth when his father died and he had to come home to take care of his ailing mother and their farm. Prior to this event, he was taking a technological course in Worcester but the lack of money prevented him from realizing his dream to become an engineer. He decided to marry Zenobia Pierce or Zeena, his cousin who came to help him care for his mother, after the burial as he was afraid to spend the winter alone. Though Zeena was lively and cheerful at first, she later on fell silent and sickly. He woulf often think that had his mother died in the springtime he would not have thought of offering marriage to Zeena. Her illnesses became her obsession as she would go on a monthly trip to Bettsbridge to see her doctor. For rural towns like Starkfield, people with sickness or complications are common topic for conversations and are â€Å"singled out for a great fate†. Zeena’s illness became her weapon that she uses to take control of the household and of Ethan. Mattie Silver actually came to the Fromes to do the household chores in exchange for the food and shelter as she was also destitute after the death of her parents. Since she was not used to doing housekeeping, Ethan would help her out in doing her chores just so she would not incur the wrath of Zeena. Ethan eventually fell in love with lively and cheerful Mattie who gave Ethan respite from the isolation and loveless match with a sickly and whining woman. The illicit relationship however advances to no more than holding of hands as both Mattie and Ethan are too afraid to defy the forces of social and marital duties. The time came though that Zeena decided to send Mattie away because of a broken red pickle dish that is symbolic in the story of the marriage of Ethan and Zeena. The idea of living apart from each other was unbearable for Mattie and Ethan that upon the suggestion of the former, they went on to take a sleigh ride that would crash them into the big elm tree. The attempted suicide failed leaving Ethan disfigured and Mattie a paralyzed woman. The irony of the story is that in the end Zeena seem to overcome her illness and became the caregiver of the now invalid, whining Mattie and the lame Ethan. The entire life of Ethan Frome had been a series of dreams destroyed because of the circumstances of him being poor and his adherence to social duty. His opportunity to leave town and finish education to eventually become an engineer was hindered when his father died and he has a farm and an ailing mother to take care of. Their farm as he said was â€Å"side-tracked† when the railroads where put up and no more people came to town. He blames this as the cause as to why his mother’s condition deteriorated. It could also mean the lost opportunities for the town and also to him as the place got left behind in the course of development. Ethan was one of the people stuck in Starkfield, a place where â€Å"most of the smart ones get away†(14) as Harmon Gow, the stage driver in the story, aptly puts it. The bleakness that surrounds Starkfield, for one thing, is not an environment that would nurture youth and create a field for dreams to come true. The narrator in the story noted that although he initially felt invigorated by the clear blue skies and shocking white of snow, this was soon followed by long periods of cold and darkness that he begun to understand the â€Å"deadness of the community† (15). In an environment that was neither nurturing nor bountiful, Ethan is further subdued into the tangled web of harshness and scarcity. The Fromes practically had to eke living from what little they could get from their farm for their survival. The connection between the land and the people is symbolic in the story. The environment made life for the townspeople difficult such as when Ethan and another man had to struggle in the sleet just to be able to transport logs. Starkfield is isolation in itself, with the places beyond it seen as a place to â€Å"get away† so as to seek a different fortune or freedom from the drab and coldness of the place. The limitations of the environment coupled with poverty further intensified the lost potentials of Ethan Frome. There was the poignant scene where the narrator accidentally left his biochemistry book in the sleigh and later on sees it in Frome’s hand. Ethan was both fascinated and humbled by the book as he exclaimed, â€Å"There are things in that book that I didn’t know the first word about† (18). It shows that Ethan’s curiosity and intellect had very few outlets in that kind of environment. For a fifty-two year old man who found excitement in a book, it is painful to think of what he could have been had he got the chance to explore his potentials. The conflict between personal passion and social convention is another theme portrayed in the story. The character of Zeena and Mattie were so different that the reader would readily understand the choice of Ethan between them. Mattie symbolizes beauty and energy in her ways, in the colors that she uses from the ribbons in her hair to the dish that she illicitly uses whereas Zeena possesses the deathly and sickly qualities in life. The sexual and emotional frustration in the marriage of Zeena and Ethan is symbolized by the unused pickle dish. Though shown as Zeena’s most prized possession, it remains at the topmost of the china closet left and unused. The barren relationship that they have is further portrayed with them not having children and hardly ever sharing a conversation. Ethan fell in love with Mattie and had come to hate Zeena but his strong sense of marital duty prevents him from deciding to be with Mattie. He acts with uncertainty and frustration under the looming shadow of his obligation to Zeena that it created a conflict in him. Ethan is also hesitant to leave his sickly wife for he believes that if he went away it would leave Zeena alone and penniless. Even in the moment when Zeena went away, her presence was greatly felt in imagined visions and in the symbol of the cat. Conventionally, the society upholds marriage as a sacred bond and is, in fact, at the apex of the set social orders. A man and woman are joined in marriage; it is protected by the norms of the society to keep the union intact. The critical eyes of the society is so that it could even permeate walls of intimate moments like the evening that Ethan and Mattie spent together when Zeena went away from the town to see a doctor. Their excitement though withered when the cat broke the dish and the looming figure of Zeena in their minds. Zeena’s absence bear more weight that her presence that conversation became impossible. The circumstance does not allow them to attempt to recreate a fantasy of life together, spending an evening as a husband and wife would. Their passion was shrouded by guilt and the unseen eyes of the society that both of them felt in the situation. As Ethan noted † in the warm lamplit room, with all its ancient implications of conformity and order, she (Mattie) seemed infinitely farther away from him and more unapproachable† (54). Conformity and order in the living room reminded Ethan that it belongs to Zeena and Ethan and could never be Mattie and Ethan. And when Ethan crossed the line when showed the slightest act of passion by kissing a piece of cloth that she was sewing, Mattie was spurred into retreating, scared of the repercussions with the transgression made. Poverty also limited the illicit lovers from taking serious step in pursuing an adulterous affair. Mattie, for one, was in a very precarious condition being dependent on the Fromes for her daily sustenance. Having nowhere else to go, she is also afraid of going into that kind of relationship with Ethan that could take away the refuge that she now has. Ethan, on the other hand, his duty to his wife and even to the Hales prevents him from acting on the situation like the loan that he planned to take from the Hale in able to elope with Mattie. Ethan did not only sacrifice his chance on love but he also sacrificed his ambitions just so he can fulfill his social duties. He had to give up his dream to move out of Starkfield and of becoming an engineer to care for his father, his mother and the farm. And upon the death of his mother, he end up in frustrated desire to fulfill his dreams for he was trapped in a marriage with a sickly wife whom he cannot bear to leave because of her condition. Though a sympathetic character, Ethan Frome can be also frustrating because of his lack determination to change the course of his life. He allows circumstances to take over him and did not decidedly pursue his interests and ambitions. Like the epitaph of the original Ethan Frome in the graveyard with his wife Endurance, he endures rather than act on his fate in pursuit of happiness and fulfillment. In his relationship with Mattie, instead of finding the courage to address his dilemma he opted for suicide with his lover, which he did not even decide on but took on upon the suggestion of Mattie. This was his only bold decision in the entire novel but this too ended up as a failure leaving him ruined and destined to live his entire life with an invalid lover and a controlling wife. Though Ethan is a sensitive and decent person he lacks emotional strength and determination. Instead of mustering enough courage to defy conventions, he chose not to take decisions and face the consequences of it, The deadened vitality of Ethan Frome from the decades of frustrations and his inability to rise up beyond the circumstances had left him in a situation where is â€Å"not much difference between the Fromes up at the farm and the Fromes down in the graveyard†.

The Four Ps of Creativity

An Analyse of a Significant Creative and Innovative Thinker in Terms of the Four Ps A concept labelled as the ‘Four Ps’ has been used to help understand the influential factors around creative beings and how these factors influence their final creative products. According to Mel Rhodes in his book An Analysis of Creativity (1961) these Four Ps; person, place, process and product are the underlying factors of creativity itself. By understanding how the 4 Ps work we are able to venturing into the life of a creative thinker and conduct and analysis of there creativity. In this case we will look at a German media artist, Tom Tykwer who has constructed a variety of unique films due to his high level of creativity. This creativity has been shaped by the Four Ps or in other words, his individual characteristics, the environment he is surrounded by and the particular processes he under took in order to create his productions. In this analysis we will begin with the first P, Person. The personal attributes of someone influences ideas and how these ideas are produced into being. Determination, imagination and curiosity are all personal attributes found in a creative artist (Sternberg 1988). Born in 1965 (The Auteurs 2010), Tom Tykwer always had a strong passion for filmmaking, making his first films at the age of eleven. His friends where unfortunately vaguely interested in his products (Haase 2007) yet this did not stop him from creating. After High School Tykwer failed to receive a place in almost all of the film schools in Europe (Haase 2007) though his determination to make films did not allow this fall back to prevent him from achieve his ambitions. Tykwer merely created his own film studio in which he could create at his own accord. The act reflects Tykwer’s ability to think of alternative situations which is a highly regarded creative personality trait (Sternberg 1988). When Tykwer was a child the first film he viewed was Peter Pan (Haase 2007). The possibility of a parallel world struck Tykwer as fascinating and became his first inspiration in film making. Peter Pan sparked an imaginative streak in Tykwer which entranced him for almost 30 years. His imagination is what defines his earlier films, such as Lola Rennt and True, two movies which expanded the realms of reality through innovative techniques and unique narrative structure. In regards to curiosity every single one of Tykwer’s movies, short and long, reflect a high level of experimentation and risks to portray his own personal feelings and willingness to manipulate media to create magnificent effects. Another key feature about Tykwer is that he calls upon varies types of film genres. He claimed, ‘I like everything that speaks to me loudly, and that gives me a vision. I don’t care about the genre’ (Tom Tykwer 2010a). This is reflected in all his productions as he uses a mixture of crime and thrill (_Perfume_) romance (_Truth__)_ and action (_The International) _ to portray his ideas. His desire to not stick to just one style of film demonstrates a large amount of curiosity and desire to experiment with ideas and cinematic styles. Tykwer demonstrated a high level of curiosity for film at an early age, something along with imagination and determination is an essential aspect to creativity. The second P, place, also has a profound impact on creativity. Place includes the environment which a person is surrounded by and the influence this has upon someone’s creative ability. The German director was brought up surrounded by a modern and artistic culture. The fall of the Berlin wall in 1990 was a significant cultural movement in Germany (The Guardian 2010), further enhancing modernisation, innovation and artistic products which expressed revolution and a movement to new approaches to life. Berlin was fuming with a large variety of artistic expression inspired by the strong political change. Movement such as feminism became popular, something which is reflected in Tykwer’s film with the constant use of a female main character. For example, Deadly Maria 1993, Winter Sleeper 1997 and Run Lola Run 1999. Working as a projectionist at a Berlin Art Cinema Movement, allowed him to be continually exposed to a variety of artistic films (Tykwer 2010a). Here Tykwer met the first person that was too help him develop his film career, an independent film maker in the late eighties called Rosa von Praunheim (Cowie 2010a). This man strongly influenced Tykwer’s approach to film making and Tykwer’s first film displayed many of the stylistic and thematic trademarks that his other movies now contain. It was after this that Tykwer created his own film company, X Filme (Tykwer 2010b) and was able to keep his own artistic licence. Many directors who allow funding from more mainstream production companies tend to lose artistic licence. Artistic licence is simply the amount of say the director has within the creation of their film. Tykwer felt strongly about keeping his films very personal giving him the label of an Auteur (Clarke 2006). The belief that directors should have complete artistic control is what separates him from other directors/filmmakers. Tykwer created what he wanted too, not what others did. This promoted his creativity immensely as his imagination is able to run wild. Environment is known to change throughout someone’s life constantly. A brief overview of artist Brice Marden in Imagination First: Unlocking the Power of Possibility by authors Eric Liu and Scott Noppe-Brandon (2009) reflects the importance of how specific surroundings affect creativity. Marden was a minimalist painter (Liu and Noppe-Brandon 2009) with a very distinctive technique. This technique was modified greatly when the artist decided to travel through Asia. He picked up specific cultural techniques which he saw to be fascinating and from then on allowed them to define his works of art. In relation to Tom Tykwer, Germany was his first cultural influence upon his productions allowing his products to reflect the strong cultural movement at the time. In the last few years, Tykwer has developed a more American approach to film making, something which can be reflected in his latest movie The International as he is surrounded by a strong American influence. Tykwer has removed himself from his independent film company, X-Filme, and has allowed more commercial industries to take hold of him. The International and _Perfume: A Story of a Murderer _separated themselves from Tykwer’s other films as their narratives are linear and contain a more acceptable style of cinematic photograph and realism. This shows that the director has lost a part of his own artistic licence as he has teamed up with Commercial film producers (Internet Date Base 2010a; Internet Data Base 2010b). Here we can see how the surrounding environment of someone can both excel or hinder creative ability. The third P, Process is the particular actions taken in order for a creative product to come to life. In media this has a very practical sense and is to do with the measures taken to overcome obstacles that restrict a creative thought coming to life. Process consists mostly of the production and post-production phases of media, such as filming and editing. Independent films, due to their lack of popularity are given less money compared to mass-produced films. For example, the limited budget of Run Lola Run influenced its editing, the way in which it was filmed and how it was filmed. Tykwer received a budget of only $2 million (Cowie 2010b). In comparison the Blockbuster The Dark Knight had an estimated budget of $185 million (Whitaker 2010). Special effects such as CGI are used in the Blockbuster in large quantities as well as High Definition film and hundreds of extras. In Lola the case was different and alternative techniques where required in order to overcome the budget restrictions. The lack of money permitted Tykwer to only 200 extras. This created difficulties particularly during the first two minutes of the movie. The title ‘_Lola Rennt’ _is spelt out by extras, each letter being filmed separately then contrasted together in post-production. ) In Matthew May’s In Pursuit of Elegance (May 2009) he talks about the innovative creation of Ronnie Stuiver , who designed a water pump with a merry-go-round which is ‘powered by play’ (May 2009, 173) in order to entertain the children of South Africa as they watch their mothers retain water from the water hole. May uses Stuiver as an examp le to explain that we can overcome specific obstacles in our surroundings if we can observe and are determined (May 2009, 174). Like Tykwer, Stuiver expands his ideas and overcomes restrictions (May 2009, 174). In South Africa, villagers would have to wait for the wind in order for their pumps to work, Stuiver created an alternative which not only overcame the problem, but also entertained. This ability to overcome specific obstacles yet still up hold a level of entertainment for an audience is essential in movie making. Tykwer over looks his budget and manages to create exceptional alternatives in order for his productions to come to life, reflecting his amazing creativity. As stated in Cropley’s Fostering Creativity, ‘Creativity involves systematic and purposeful thinking not blind generation of novelty. (Cropely 2009, 68) Finally the fourth P, product. Product involves the final outcome and result of each creative production (Scritchfield 1999). There are three main characteristics in regards to product, these being ‘novelty, resolution and synthesis’ (Besemer and O’Quin 1987). Novelty being the uniqueness of the product, resolution includes the products response to the challenge it was created for and synthesis includes whether the product is used for something other than what it was created for (Scritchfield 1999). In regards to novelty (Scritchfield 1999), all of Tykwer’s productions have been made with innovative techniques and styles to reflect both person and place. His films have captured audience around the world due to their originality. When if comes to resolution, Tykwer’s films where created to express his own ideas and thoughts about the surrounding world. The ability to work in his own film studio for the majority of his films has permitted this task to be very successful. Lastly, synthesis applies strongly to all of Tykwer’s products. Each has an added value of entertainment and an ability to promote curiosity due to their avant-garde feel. The Four P’s are closely intertwined, each influencing each other incredibly, operating simultaneously. Person, place and process all determine the outcome of a creative product in any area of expertise. In regards to media art, as demonstrated by Tom Tykwer’s analysis, it is the personality of a director, their environment and processes which influence their techniques and ideas reflected within their production. In conclusion, creativity is not something that is simply just there. It is influenced by a series of surrounding factors which determine why, what and how something is created. How do Prospero and two Other Characters of Your Choice Change in the Course of the Play? The Tempest is considered to be one of Shakespeare’s last plays written. It explores the concept of change and forgiveness along with power. In this essay I am going to explain how three characters, Prospero, Miranda and King Alonso’s attitude and behaviour change throughout the play. I will explore how Prospero goes from surviving off his magic and perhaps being a little over-protective towards his daughter, to realising that he needs to learn to let go and that there is more out there than just power. I will also say how Miranda goes from being quite shy and unaware of anything that isn’t related to the island, to discovering love; and also finally how King Alonso repents his sins after all this time. Firstly, I will discuss how Prospero’s attitude changes as the play unfolds. Prospero is the over-thrown Duke of Milan. He has a daughter called Miranda and an evil brother, Antonio. King Alonso, along with Antonio, helps over-throw Prospero but a loyal councillor, Gonzalo, saves him and Miranda by giving them food and water, and also Prospero’s magic books, which he prizes dearly. When Prospero first reaches the island he comes across a creature called Caliban, who, at first, he treats and cares for. This relationship continues until Caliban tries to disrespect his daughter. From then on he is Prospero’s slave. Caliban’s mother, Sycorax, has a spirit imprisoned, which Prospero rescues from a ‘clover pine’. Ariel, the spirit, now helps Prospero in his life. We first meet Prospero in Act 1 Scene 2, just as he is explaining to Miranda that the shipwreck he caused has hurt no one, ‘Tell your piteous heart there’s no harm done’. This shows that although he wants to cause these people complications, he is not a murderer. He then goes on to tell Miranda the truth about how they came to be on this island, ‘Tis time I should inform thee farther.’ The fact that Prospero is willing to let Miranda know more about her life shows that he is aware that Miranda is growing up and that he must let her know more about her past. As the play progresses we see that as well as Miranda being a big part in Prospero’s life, his magic also plays a very big part in it. He prizes this skill amongst all others, ‘above my dukedom.’ In this sentence we can see that maybe Prospero may have concentrated more on his magic than his ‘job’. This could have been one of the reasons why his brother wanted to over-throw him. Magic was not thought highly upon in the time the play was written. We also see throughout the play how Prospero’s relationship with Caliban and Ariel differ. Although Caliban and Ariel are both Prospero’s slaves, he treats Ariel with respect and trusts her. ‘Thy charge exactly is performed.’ Prospero’s praise shows that he is a kind person at heart as long as you can please him and stay on the right side of him. It also shows that perhaps he has more respect for creatures with magical talents. Prospero treats Caliban with no respect whatsoever and also sends him to do all the ‘dirty’ jobs. Prospero is like this obviously because Caliban tried to rape Miranda, he must now be punished. Further on in the play, when Ferdinand arrives, we see Prospero give a fine example of his protectiveness for Miranda. He calls Ferdinand a ‘spy’ and tells Miranda not to associate herself with him, ‘Speak not you for him: he’s a traitor.’ This now shows that although Prospero is starting to accept the fact that Miranda is growing up, by telling her about their past, he still cannot yet accept that she will find love and one day part from his company. It also shows that Prospero may feel threatened that Ferdinand may take Miranda away from him. Although Prospero seems to despise Ferdinand and Miranda being together, we see later on that they do in fact, play quite an important role in Prospero’s ‘plan’. At this point in the play he is still relying heavily on his magic. Finally, towards the end of the play we see Prospero giving in to the things he holds dear to him. He accepts that Miranda has fallen madly in love with Ferdinand and that he cannot stop her growing up, even with all his power. He finds that magic is not the answer to everything, ‘I have given you hear a third of mine own life†¦now my charms are all o’erthrown and what strengths I have’s my own.’ Prospero also recognises that forgiveness is greater than vengeance. ‘Sir, I invite your highness and your train to my poor cell.’ All of these things show that Prospero in being in this island has learnt some key things in life and about himself. It also shows that being marooned there for all those years helped him grow into a better person. I will now explore how Miranda’s character opens up throughout the play. Miranda is the son of Prospero and arrived on the island aged about three. She doesn’t remember much about her previous life in Milan. At first, Miranda appears almost in Prospero’s command, ‘O my heart bleeds to think o’th’teen that I have turned you to.’ As she knows nothing about her previous life and he is the only man she knows of, she looks up to him like a servant would to his master. It is clear that Miranda has utmost respect him. She is aware that he does not conceal to her about her past life in Milan, ‘You have often begun to tell me what I am, but stopped,’ but now she is ready to know more; she is more mature than Prospero takes her for. Prospero holds Miranda back. As the play moves forward, very slowly, Miranda starts to grow into an adult. She starts to challenge Prospero, ‘O dear father, make not to rash a trial of him,’ Miranda is now gaining confidence in herself instead of ‘just standing in the shadows’. She also finds love in the form of the King’s son, Ferdinand. She can never remember seeing a man other than Prospero before, so as she looks upon him, she thinks that he must be a spirit. Finally, by the end of the play Miranda has developed into a woman. There is still one thing that suggests Miranda still has a lot more to learn about real life; when she looks at the villains she still mistakes them from people of a ‘brave new world’. Apart from this she seems to be a ‘new person’: she is to marry Ferdinand and she can now speak out for herself as she wishes or sees fit, ‘If you’ll sit down.’ In saying this she indicates that she is very much more in command of her own life and what she says now. Finally, I will explore how King Alonso’s attitude and behaviour changes throughout the play. Alonso is the King of Naples who has a brother, Sebastian and a son, Ferdinand. He plays a part in helping Antonio over-throw Prospero. He is on his way back from his daughters weeding when we first encounter him and at once we get the feeling of great power, ‘Good Boatswain, have care where’s the master†¦Ã¢â‚¬â„¢ ordering one of the crew members about when it’s not his ship to control shows that he wants to/needs to know what is going on all the time. We do not meet him again properly until half way through the play, where he is roaming the island, having been separated from his son. At this point, although he does not know it yet, he is already part of Prospero’s ‘plan’. Gonzalo is trying to comfort the King but Alonso receives comfort like ‘cold porridge’. ‘Prithee, peace†¦I prithee, spare.’ By saying this he is showing that he does not like to be told what to do or what to feel, he does what he wants and doesn’t like anyone else interfering. He also assumes that his son is dead very quickly, ‘No, no, he’s gone.’ This shows that either King Alonso is very strong mentally and can accept the truth quickly or conceals his emotions very well. We Meet Alonso again at the end of the play where everyone is brought together, the King, assuming his son is dead all this time is over-whelmed with joy to see Ferdinand playing chess with Miranda In Prospero’s cave. ‘Now all the blessings of a good father compass thee about,’ even thought he assumed and accepted that his son had died very quickly we now see that he does care and love his son very much, as much as Prospero loves his magic and daughter. In the end King Alonso repents all his sins, ‘Thou pardon me my wrongs,’ by repenting his sins Alonso is showing us that he is a very mindful character and can accept that he has done wrong and is aware that he needs to take responsibility for his own actions. Throughout the whole play there is a great amount of change going on, whether it be Prospero giving up his magic or Caliban repenting his sins. I believe that this play is built with a moral behind it. At the end of The Tempest everybody is bought together and we find out how different everyone is as well as how they feel about each other truthfully. Although Prospero has been on the receiving end of so many wrong doings, he can still forgive them all, including his unrepentant brother, Antonio. Some of the characters: Gonzalo, Caliban and King Alonso ask for his forgiveness and repent their sins. Others: Sebastian and Antonio do not and still believe that he got all he deserved. This shows that they are in some ways ignorant and not as ‘big’ as those who asked for forgiveness, it takes a bigger man to own up to what he has done.

Uses of ECA Appreciation It enables clients and designers to know and appreciate how cost is distributed among the functional components of a building and compared to the overall cost of a building. Judgment It enables clients and designers to develop ideas as to how element costs could have been allocated to obtain a more balanced design. This judgement is important to gauge the effectiveness of cost and quality of a building. Belated remedial action Allows remedial action to be taken on receipt of high tender, by revealing the sources of over-expenditure that is by making comparisons between estimated costs and tender price.
